How BC PharmaCare Drug Coverage Actually Works

Fair PharmaCare, Plan C, Special Authority, LCA programs — BC's drug coverage system is complex. Here's a plain-language breakdown.

BC PharmaCare is the provincial drug benefit program that helps British Columbians with the cost of eligible prescription medications. But it's not one program — it's a collection of plans, each with different eligibility rules.

The main plans

Fair PharmaCare is the most common plan — it covers BC residents not enrolled in another plan. Coverage is income-based: the lower your family income, the lower your deductible and the more the province pays. Register at Health Gateway or call Health Insurance BC to enroll.

Plan C (Income Assistance) covers recipients of BC income assistance and disability assistance. There's no deductible and most listed drugs are fully covered.

Plan W (First Nations) covers status First Nations individuals for a broader range of benefits including dental and vision.

Plan G (Psychiatric Medications) covers people with lower incomes who require psychiatric medications.

Plan NP (National Pharmacare) covers contraceptives and diabetes medications for all eligible BC residents — regardless of income — at no cost.

Special Authority

Some drugs are covered only if your prescriber obtains Special Authority approval from BC PharmaCare. This is a prior-authorization process that requires your doctor to demonstrate the drug is medically necessary. Ozempic (semaglutide) and Jardiance (empagliflozin) both require Special Authority for most patients.

Low Cost Alternative (LCA) program

When a generic version of a drug becomes available, PharmaCare usually switches coverage to the generic price. If you prefer the brand-name drug, you pay the difference. Your Pill4Me pharmacist will dispense the generic by default unless your prescriber has indicated otherwise.

How to find out what's covered

The BC PharmaCare formulary is searchable online at gov.bc.ca/pharmacare. Your pharmacist is usually the fastest resource — we can check your specific plan and the current coverage status of any drug while you're in the pharmacy.

What to do if a drug isn't covered

If a medication you need isn't listed, options include:

  • Applying for Special Authority through your prescriber
  • Requesting an Exceptional Access review
  • Exploring the manufacturer's patient assistance program
